HCA’s budget
HCA’s budget includes state and federal dollars to purchase health care and other services for more than 2.5 million Washington residents. Our funding helps ensure access to high-quality, comprehensive health care services, including:
- Apple Health (Medicaid)
- Public Employees Benefits Board (PEBB) Program
- School Employees Benefits Board (SEBB) Program
- Community behavioral health services
- COFA Islander Health and Dental Care
Agency administration
HCA’s programs and initiatives are primarily funded through a combination of federal, state, local, and other revenue sources:
- Federal: Most of HCA’s programs are funded through federal grants like Medicaid, the Children’s Health Insurance Program, and other behavioral health federal grants and subsidies.
- State: The state of Washington contributes significant funding generated from state tax and fee collections to support HCA’s Apple Health and community behavioral health programs, as well as its public employee, school employee, and retiree health care programs.
- Local: HCA relies on revenues from local governments, and other organizations to support its low-income programs.
- Other: Many state agencies, local governments, and school districts also contribute revenue to cover the cost of employee health care coverage for their agencies.
