Description: The Health Care Authority is submitting Medicaid State Plan Amendment (SPA) SPA 21-0036 to address COVID-related inpatient and outpatient supplemental payments paid to the following hospital categories: Prospective payment hospitals other than psychiatric or rehabilitation hospitals; Psychiatric hospitals; Rehabilitation hospitals; and Border hospitals. Prior to the Public Health Emergency (PHE), the State has not claimed enhanced federal matching funds for these supplemental payments. Therefore, it is necessary to submit this SPA so the State may receive enhanced matching funds. This SPA will not affect the current state share of supplemental payments; the SPA is being submitted to allow the State to claim COVID-related enhanced federal matching funds.
