Tracking success
The Health Care Authority (HCA) tracks and measures the progress and impact of our Medicaid Transformation Project (MTP) work in a variety of ways.
MTP evaluation and assessment
Independent assessor (IA)
The IA focuses solely on Accountable Community of Health (ACH), Indian health care provider (IHCP), and value-based purchasing (VBP) efforts. They determine progress and deliver incentive payments for reporting and performance. The IA produces the findings report and calculates achievement values and results for MTP performance.
Independent external evaluator (IEE)
The IEE helps evaluate MTP and understand the impact of MTP initiatives. The IEE:
- Focuses on the entirety of MTP, including its programs.
- Produces baseline and interim reports as well as quarterly rapid-cycle monitoring reports. These reports are required by Centers for Medicare & Medicaid Services (CMS) and help us understand the overall impact of MTP. Evaluations may also provide feedback on how we can improve in specific areas of our work.
- Uses both qualitative and quantitative methods to evaluate MTP.
HCA reporting
We also share the progress and impact of our Medicaid Transformation Project (MTP) work through reporting. We provide quarterly and annual reports to CMS and the Washington State Legislature. We also produce non-required reports, such as our quarterly incentive report. These are for anyone interested in our MTP work.
