As a benefits administrator (BA), you can ask questions using the resources provided below.

The Washington State Health Care Authority's (HCAs) Outreach & Training (O&T) team is here to assist you with the administration of SEBB benefits.
Contact O&T for SEBB-related requests, including requests for training, assistance with determining employee eligibility, processing enrollment, and maintenance of employee insurance records.
Send a secure message through HCA Support
HCA Support is a secure, web-based messaging system that allows you to send documents and communicate directly with O&T, SEBB Accounting, and other departments within the SEBB Program by using the ​​​​designated tile named, "Benefits administrator inquiry".
It's important that BAs use the designated tile named, "Benefits administrator inquiry". Using the "General Support" tile will lead to a delayed response, as your inquiry will be initially routed to units at HCA that are outside of O&T.

To ensure accurate and timely assistance, BAs should instruct employees to contact their individual plans for questions related to their SEBB benefits, such as medical, vision, dental, LTD, life and AD&D. For example, if an employee has questions about their medical benefits, claims, or needs a new medical ID card, they should reach out to their medical plan directly.
If an employee is unable to resolve their issue through their plan, BAs can assist by contacting Outreach and Training (O&T) through HCA Support on behalf of the employee. Employees should not be instructed to contact O&T directly.
In some cases, BAs may need to contact the carriers and administrators directly.
HealthEquity administers the health savings accounts (HSAs) that are available to employees enrolled in a SEBB consumer-directed health plan. Contact Lana Pech for HSA-related questions, including setting up and managing employee HSA contributions through payroll deduction.
